Brief Description of 1. Construction Project
 
Shandong Jufang New Materials Co., Ltd. (hereinafter referred to as "Jingbo Jufang") is affiliated to Shandong Jingbo Holding Co., Ltd. Jingbo Jufang is located in Boxing County Chemical Industry Park, Binzhou City, Shandong Province, and is a subsidiary of Shandong Jingbo Holding Co., Ltd. Within the reserved land. The main products are aramid paper, aramid fiber, etc.
 
Para-aramid paper has excellent physical properties and is the key material to achieve light weight and high speed. In order to further extend the industrial chain of the enterprise, realize the efficient and stable production of para-aramid, thus breaking the monopoly of the United States and Japan on high-performance aramid paper, and paving the way for industrialization, Shandong Jingbo Jufang New Materials Co., Ltd. plans to invest 1 billion yuan to build 5000 tons/year high-performance aramid paper and supporting projects in the reserved land of Shandong Jingbo Holding Co., Ltd. The project is divided into two phases, the first phase is 1000 tons/year aramid products (300 tons/year aramid paper, 700 tons/year aramid fiber), and the second phase is 4000 tons/year aramid products (1000 tons/year aramid paper, 3000 tons/year aramid fiber).
 
The proposed project mainly builds NMP storage tank, PPD configuration kettle, TPC internal storage tank, neutralization kettle, twin screw reactor, paper making device, solvent recovery tower, decompression refining tower, dehydration tower, etc., fully relying on the existing public works and auxiliary production facilities of Jingbo Petrochemical.
 
Summary of Pollution Production Link and Pollution Prevention Measures of 2. Project
 
(1) Exhaust gas generation and disposal measures
 
The organized waste gas of the proposed project mainly includes vacuum exhaust gas and water washing exhaust gas generated in the polymerization section, condensation exhaust gas, vacuum exhaust gas and neutralization exhaust gas generated in the solvent recovery section, preparation exhaust gas, spinning exhaust gas, drying exhaust gas and waste gas from the sewage treatment station generated in the spinning section. The drying exhaust gas (dust) generated in the spinning section is discharged from the 15m high exhaust cylinder P2 after being treated by the bag filter, and the vacuum exhaust gas, water washing exhaust gas, condensation exhaust gas, neutralization exhaust gas, preparation exhaust gas, spinning exhaust gas, etc. (dust, hydrogen chloride, sulfuric acid mist, NMP, etc.) is discharged from the 15m high exhaust cylinder P1 after being treated by the activated carbon adsorption tower of the spray absorption tower. The emission concentration meets the secondary standard in Table 2 of "Comprehensive Emission Standard for Air Pollutants" (GB16297-1996), the limit requirements in Table 2 of "Comprehensive Emission Standard for Regional Air Pollutants in Shandong Province" (DB37/2376-2013) and the emission concentration limit requirements in Table 6 of "Emission Standard for Pollutants in Petrochemical Industry" (GB 31571-2015).
 
Unorganized waste gas at the factory boundary shall be subject to Table 7 of the Emission Standard for Pollutants from Petrochemical Industry (GB 31571-2015) and Table 1 of the Emission Standard for Odor Pollutants (GB14554-93) and Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB16297-1996).
 
According to the atmospheric environmental impact estimation results, the proposed project will have little impact on the surrounding air after completion.
 
(2) Waste water generation and disposal measures
 
The production wastewater of the proposed project mainly includes extraction tower wastewater, dehydration tower wastewater, ground flushing wastewater and domestic sewage. Extraction tower wastewater, dewatering tower wastewater and ground flushing wastewater are discharged into Shandong Qingyuan Environmental Protection Engineering Co., Ltd. for advanced treatment after being treated by the sewage treatment station in the plant area to meet the requirements of Grade A of "Water Quality Standard for Sewage Discharged into Urban Sewers" (GB/T31962-2015) and the influent quality agreement of Shandong Qingyuan Environmental Protection Engineering Co., Ltd.; Domestic sewage is discharged into Shandong Qingyuan Environmental Protection Engineering Co., Ltd. for advanced treatment through municipal sewage pipe network. Wastewater discharge shall be carried out in accordance with the indirect discharge standard in Table 1 of the Discharge Standard of Pollutants for Petrochemical Industry (GB 31571-2015), and the organic characteristic pollutants in Table 3 in wastewater and the discharge limit requirements.
 
The project wastewater is not directly discharged into the surface water body, which has little impact on the surrounding environment.
 
(3) Solid waste generation and disposal measures
 
The solid waste generated in the production process of this project mainly includes waste nets and blankets generated by the net department of the copying process, leftover materials and defective products generated by the detection process, waste heat transfer oil generated by the polymerization device heating, waste roller filaments and waste pulp generated by the spinning section, oligomers generated by solvent recovery, calcium sulfate and other solid wastes generated by the sewage treatment station, and household garbage of employees. Waste heat transfer oil, oligomers, etc. are hazardous wastes and are entrusted to qualified units for disposal. Waste nets, waste blankets, leftover materials and defective products are all sold out, and calcium sulfate is taken out as solid waste. Domestic waste is entrusted to the sanitation department for harmless treatment and is not discharged.
 
In summary, all kinds of solid wastes generated by the proposed project are properly treated to achieve the purpose of harmless treatment of hazardous wastes and comprehensive utilization of all general solid wastes, and the solid waste treatment measures adopted by the proposed project are reliable and feasible.
 
(4) Noise generation and its control measures
 
The noise of this project mainly comes from various devices, and the equipment that generates noise includes fans, pumps, compressors, etc. The equipment is intertwined by a variety of noise, the overall broadband characteristics, the noise level is generally between 80 ~ 100dB(A), after taking measures, the noise level is generally between 70 ~ 80dB(A). In order to effectively reduce noise, the project mainly takes the following measures: purchase low-noise equipment, take noise reduction measures such as noise reduction, sound insulation and vibration reduction for high-noise equipment; use flexible joints and low-noise valves for equipment pipelines; indoor layout of high-noise equipment such as water pumps; and set up sound insulation windows and doors in the workshop control room.
 
After the noise reduction measures are taken and the plant is soundproofed, the contribution value of the noise of the project to the plant boundary meets the Class 3 standard of the Emission Standard for Environmental Noise at the Boundary of Industrial Enterprises (GB12348-2008).
 
(5) Risk
 
The main hidden risks in the production process of this project are chemical leakage, fire, etc. Accident pool, fire fighting pool and accident wastewater drainage system are set up in the plant area. In case of leakage, fire and other accidents, corresponding measures can be taken in time to control the risk accidents. The accident wastewater is discharged after being treated by the sewage treatment station in the plant area. After taking the above risk prevention measures, the project risk level is acceptable.
 
To sum up, the pollutants generated by the proposed project will have less impact on the surrounding environment after the implementation of environmental protection measures.
 
Main Conclusions of 3. Environmental Impact Report
 
To sum up, the proposed project meets the requirements of national and local industrial policies; the site selection of the project meets the requirements of regional land use planning; after the implementation of various pollution control measures, the proposed project meets the requirements of local environmental functions; the total discharge of pollutants meets the requirements of total control; the project risk can be effectively controlled; the public supports the construction of the proposed project. From the perspective of environmental protection, the site selection of the project is basically reasonable and the construction is feasible.
