Shandong Jufang New Material Co., Ltd. (hereinafter referred to as "Chambroad Aramid") is affiliated to Shandong Chambroad Holdings Co., Ltd.. Chambroad Aramid is located in the reserved land for subsidiaries of Shandong Chambroad Holdings Co., Ltd. in Boxing County Chemical Industrial Park, Binzhou City, Shandong Province. The main products include aramid paper, aramid fiber and so on.

I. Brief description of construction project

Shandong Jufang New Material Co., Ltd. (hereinafter referred to as "Chambroad Aramid") is affiliated to Shandong Chambroad Holdings Co., Ltd.. Chambroad Aramid is located in the reserved land for subsidiaries of Shandong Chambroad Holdings Co., Ltd. in Boxing County Chemical Industrial Park, Binzhou City, Shandong Province. The main products include aramid paper, aramid fiber and so on.

Para-aramid paper has excellent physical properties and is a key material to achieve lightweight and high speed. In order to further extend the industrial chain of the enterprise, realize the efficient and stable production of para-aramid, thus breaking the monopoly of the United States and Japan on high-performance aramid paper, and paving the way for industrialization, Shandong Chambroad Aramid New Material Co., Ltd. plans to invest RMB 1 billion to build the 5,000 tons/year high-performance aramid paper and supporting projects in the reserved land of Shandong Chambroad Holdings Co., Ltd.. The project is carried out in two phases. The first phase is 1,000 tons/year aramid products (300 tons/year aramid paper, 700 tons/year aramid fiber), and the second phase is 4,000 tons/year aramid products (1,000 tons/year aramid paper, 3,000 tons/year aramid fiber).

The proposed project mainly includes NMP storage tank, PPD configuration kettle, TPC internal storage tank, neutralization kettle, twin-screw reactor, paper making device, solvent recovery tower, vacuum refining tower, dewatering tower, etc., fully relying on the existing public works and auxiliary production facilities of Chambroad Petrochemical.

II. Overview of the project's pollution production links and pollution prevention measures

(1) Waste gas generation and disposal measures

The organized waste gas of the proposed project mainly includes vacuum exhaust gas and water washing waste gas generated by the polymerization section, condensed waste gas, vacuum exhaust gas and neutralizing waste gas generated by the solvent recovery section, preparation waste gas, spinning waste gas and drying waste gas produced by the spinning section, and waste gas from the sewage treatment station. The drying exhaust gas (dust) generated by P2 of the 15m high exhaust cylinder after being treated by bag dust collector. Vacuum exhaust gas, water washing exhaust gas, condensed exhaust gas, neutralizing exhaust gas, preparation exhaust gas, spinning exhaust gas, etc. (dust, hydrogen chloride, sulfuric acid mist, NMP, etc.) are discharged by P1 of 15m high exhaust cylinder after being treated by spray absorption tower + activated carbon adsorption tower. The emission concentration meets the second-level standard in Table 2 of the Integrated Emission Standard of Air Pollutants (GB16297-1996), the requirements of the key control areas in Table 2 of the Integrated Emission Standard of Regional Air Pollutants in Shandong Province (DB37/2376-2013), and the emission concentration limit requirements in Table 6 of the Emission Standard of Pollutants for Petroleum Chemistry Industry (GB 31571-2015).

The unorganized waste gas at the factory boundary implements the standard in Table 7 of the Emission Standard of Pollutants for Petroleum Chemistry Industry (GB 31571-2015), the Level 2 new expansion and reconstruction standard in Table 1 of the Emission Standards for Odor Pollutants (GB14554-93), and the secondary standard in Table 2 of the Integrated Emission Standard of Air Pollutants (GB16297-1996).

According to the estimation results of atmospheric environmental impact, the proposed project will have little impact on the surrounding air after completion.

(2) Wastewater generation and disposal measures

The production wastewater of the proposed project mainly includes extraction tower wastewater, dewatering tower wastewater, ground washing wastewater and domestic sewage. The extraction tower wastewater, dewatering tower wastewater and ground washing wastewater meet the requirements of Level A of the Waste Water Quality Standards for Discharge to Municipal Sewers (GB/T31962-2015) and the Inlet Water Quality Agreement of Shandong Qingyuan Environmental Protection Engineering Co., Ltd. after being treated by the sewage treatment station of the plant, and are discharged into Shandong Qingyuan Environmental Protection Engineering Co., Ltd. for advanced treatment and discharge; Domestic sewage is discharged into Shandong Qingyuan Environmental Protection Engineering Co., Ltd. through the municipal sewage pipe network for advanced treatment and discharge. Wastewater discharge shall be in accordance with the indirect discharge standards in Table 1 and the requirements for organic characteristic pollutants and emission limits in Table 3 of the Emission Standard of Pollutants for Petroleum Chemistry Industry (GB 31571-2015).

The wastewater of the project is not directly discharged into the surface water body, and has little impact on the surrounding environment.

(3) Solid waste generation and disposal measures

The solid waste generated in the production process of the project is mainly the waste nets and waste blankets produced by the net in the papermaking process, the scraps and defective products produced in the inspection process, the waste heat transfer oil generated by polymerization device heating, the waste roller wire and waste pulp block generated by the spinning section, oligomers generated by solvent recovery and calcium sulfate generated by the sewage treatment station, and household garbage of employees. Waste heat transfer oil, oligomers, etc. are hazardous wastes and are entrusted to qualified units for disposal; Waste nets, waste blankets, scraps and defective products are sold out, and calcium sulfate is sold as solid waste; Household garbage is entrusted to the sanitation department for cleaning up and harmless treatment, and it is not discharged.

To sum up, all kinds of solid waste generated by the proposed project are properly disposed to achieve the purpose of harmless treatment of hazardous waste and comprehensive utilization of general solid waste. The solid waste treatment measures adopted by the proposed project are reliable and feasible.

(4) Noise generation and its control measures

The noise of this project is mainly from various devices, and the equipment that generates noise includes fans, pumps, compressors and so on. A variety of noises of the equipment are interwoven together, with the overall characteristics of wide broadband. The noise level is generally between 80dB(A) and 100dB(A), and after measures are taken, the noise level is generally between 70dB(A) and 80dB(A). In order to effectively reduce noise, the project mainly takes the following measures: Purchase low-noise equipment, and adopt noise reduction measures such as noise elimination, sound insulation and vibration reduction for high-noise equipment; Soft joints and low noise valves are used in equipment pipelines; High-noise equipment such as pumps are arranged indoor; The control room of the workshop is equipped with sound insulation windows and sound insulation doors.

After taking noise reduction measures and soundproofing the workshop, the contribution value of project noise to the factory boundary meets the Class 3 standard of the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008).

(5) Risks

The main risks and hidden dangers in the production process of this project are chemical leakage, fire, etc.. There are accident pools, fire pools and accident waste water diversion system in the plant. Once leakage, fire and other accidents occur, corresponding measures can be taken to control the risk accidents in time. The accident wastewater will be discharged after being treated by the sewage treatment station of the plant. After taking the above risk prevention measures, the risk level of the project is acceptable.

In summary, the pollutants generated by the proposed project will have little impact on the surrounding environment after the implementation of environmental protection measures.

III. Main conclusions of the environmental impact report

To sum up, the proposed project meets the requirements of national and local industrial policies; The project site selection meets the requirements of regional land use planning; After the implementation of various pollution control measures, the proposed project meets the functional requirements of the local environment; The total amount of pollutants discharged meets the requirements of total quantity control; The engineering risks can be effectively controlled; The public supports the construction of the proposed project. From the perspective of environmental protection, the site selection of the project is basically reasonable and the construction is feasible.

IV. Major issues for public comment

In order to make the affected citizens, organizations and groups around the project better understand the project, we hereby release this information. Representatives of citizens, legal persons or other organizations are welcome to put forward valuable opinions and suggestions, including: Suggestions on the rationality of site selection, the content of project construction and pollution prevention and control measures, corresponding project avoidance, and public requirements for environmental protection departments for project approval.
